Draft Environmental Impact Statement The Maryland State Highway Administration (SHA) and the Maryland Transportation Authority (MdTA), in cooperation with other local, state and federal agencies, prepared a Draft Environmental Impact Statement (DEIS) / Draft Section 4(f) Evaluation, to consider the environmental impacts of the proposed Intercounty Connector project. The DEIS was prepared in accordance with the federal requirements under the National Environmental Policy Act of 1969 (NEPA), which requires that any project receiving federal funds or requiring other federal action undergo an evaluation of reasonable alternatives and an analysis of potential impacts. The document was divided into two volumes. Technical reports that were used in the creation of the DEIS are also available below.
