Draft Environmental Impact Statement

The Maryland State Highway Administration (SHA) and the Maryland Transportation Authority (MdTA), in cooperation with other local, state and federal agencies, prepared a Draft Environmental Impact Statement (DEIS) / Draft Section 4(f) Evaluation, to consider the environmental impacts of the proposed Intercounty Connector project. The DEIS was prepared in accordance with the federal requirements under the National Environmental Policy Act of 1969 (NEPA), which requires that any project receiving federal funds or requiring other federal action undergo an evaluation of reasonable alternatives and an analysis of potential impacts.

The document was divided into two volumes. Technical reports that were used in the creation of the DEIS are also available below. Volume 1 presents a summary of the DEIS, the project's Purpose and Need, a description of the affected environment, alternatives considered, environmental consequences, possible impacts and potential mitigation for the two build alternatives (Corridor 1 and Corridor 2), including the Draft 4(f) Evaluation, environmental stewardship opportunities, a summary of agency coordination and public involvement activities, a list of preparers, a distribution list, and references. Note that a No-build alternative was also retained for detailed study.
